Since Nigeria returned to democratic rule in 1999, one of the most talked-about expectations citizens have had of their elected Senators and Members of the House of Representatives is whether they bring projects into their constituencies, things that touch everyday life: water, schools, clinics, roads, electricity and empowerment for the poor.

These are often called constituency projects, initiatives lawmakers recommend from the federal budget to address pressing needs in the places they represent. In theory, these projects should be evidence of democracy in action: legislators helping bring federal resources closer to the people.

But the reality has been far more complex.

In the 2025 budget insiders say the National Assembly inserted over 11,000 projects worth nearly ₦7 trillion, a mix of constituency, zonal and other interventions, raising serious questions about transparency, planning and national priorities. lions of naira moving into every senatorial district and federal constituency sounds promising. Hundreds of solar lights, boreholes, ICT centres, market stalls, empowerment grants and classrooms, these are things people say they need. But when you take a closer look, two questions keep emerging from towns and villages across the country:

Are these projects actually getting done?

And if so, are they truly benefiting citizens?

There are examples showing that constituency projects can work when they are implemented well.

Civil society groups recently praised certain Senators like Asuquo Ekpenyong (Cross River South), Sani Musa (Niger East) and Ipalibo Banigo (Rivers West) for projects that seem tangible and beneficial. These include solar street lights, road construction, boreholes, ICT centres, scholarships and empowerment drives for youths and women.

These kinds of projects, when delivered show what constituency engagement can look like: infrastructure that enables learning, lighting in rural towns that improves safety, education support that opens doors for young people.

But these positive examples are, truthfully, patchy and uneven.

When citizens ask public officials about lists of projects, locations and timelines, the answers are not always easy to find. Even experienced political activists today demand that lawmakers publish full lists of project names, where they are, which agencies are implementing them, and what stage they are at not just the budgets assigned.

One of the biggest structural problems is this:

→ Lawmakers recommend projects,

→ Executive agencies are supposed to implement them,

→ But few constituencies see systematic monitoring, follow-up or transparent reporting on whether the project was delivered or abandoned.

This gap in oversight means many projects stall, are poorly executed, or simply never start even after funds have been released internally in government systems. In some communities, people still ask, “Was that project for real?” or “Where is the borehole they promised?”

Researchers have found this is not just opinion when constituency projects are executed with proper planning and community participation, they can improve local infrastructure and learning environments.

So the potential is real. The impact sometimes shows. But consistency and accountability remain the missing pieces.

For many ordinary Nigerians, the story doesn’t always match the budget figures:

In rural communities, roads remain unpaved.

In some towns, boreholes are dry or non-functional months after commissioning.

Schools still struggle without furniture or regular teachers.

Health centres exist in name, but lack staff and medicines.

These are the everyday truths of people who should have benefitted from investments made in their names.

At the same time, some reports outline how lawmakers’ allocations sometimes as high as ₦1 billion for House Members and ₦2 billion for Senators annually are not always tied to clear, published outcomes.

This disconnect frustrates people because money is being spent on their behalf, but they rarely hear about measurable progress in places they live.

Some lawmakers and leaders within the Senate itself acknowledge the challenges.

The Senate Leader recently described lack of transparency and accountability as one of the biggest obstacles to proper implementation of constituency projects. He went on to call for better involvement of the private sector and contractors to deliver benefits on the ground.

This is progress in rhetoric, but for citizens in communities where promises remain unmet, good intentions must translate into real, visible change.

Part of the confusion around constituency projects comes from a misunderstanding of roles.

The Constitution empowers lawmakers primarily to make laws, represent their constituents, and perform oversight over the executive arm of government. Constituency projects though widely used in practice are not a constitutional duty of legislators but rather a convention that evolved over time. not just about whether projects exist, but:

Should lawmakers control the execution of projects?

Should funds go directly through local governments with oversight?

Should communities decide on priorities before projects are recommended?

Should implementation and tracking be more transparent and publicly accessible?

These questions cut to the heart of responsible governance and citizen empowerment.

Nigeria’s democracy is still young in many ways. People are learning what to expect from their representatives. Representatives are learning what citizens demand not just grand announcements but tested, verifiable results on the ground.

We can take heart from the fact that there are successful examples where constituency projects have made a difference. But until transparency and accountability become the rule rather than the exception, the gap between budget and visible benefit will continue to fuel public doubt.

Constituency projects have the potential to be one of Nigeria’s most direct ways of bringing government to the people. They can help light villages, build community schools, empower youths and support livelihoods. When done well, they affirm democracy. When they are incomplete, invisible or abandoned, they weaken trust.

As citizens, we have a right and a duty to ask:

Are the funds we see in budgets translating into real progress where we live?

Are our representatives accountable for the projects they recommend?

And how can we ensure every naira spent delivers meaningful impact?
