The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has filed criminal charges against Bello Abubakar, a medical doctor linked to former Kaduna State governor, Nasir El-Rufai, over allegations of issuing a false medical report used to support the former governor’s bail application.

According to court documents filed by the anti-graft agency, Abubakar, an oncology consultant at the National Hospital, Abuja, is facing a four-count charge bordering on alleged forgery, abuse of office and providing false information.

The ICPC alleged that the doctor prepared a document titled “Medical Report and Expert Opinion for Urgent Medical Intervention,” dated June 10, 2026, which was presented before the Kaduna State High Court to support El-Rufai’s application for bail on health grounds.

The commission claimed the report contained false information intended to influence the court’s consideration of the bail request.

In the first charge, Abubakar was accused of knowingly supplying information capable of misleading a public officer.

The second count alleged that he abused his office by issuing the report despite allegedly knowing that it did not accurately reflect El-Rufai’s true medical condition, with the intention of securing an advantage in the ongoing legal proceedings.

ICPC also accused the doctor of conspiring with one Aliyu Bala to produce information that was later relied upon in a further affidavit filed in support of the bail application.

In the fourth count, the anti-corruption agency alleged that Abubakar presented the medical report as though it had been authorised by the National Hospital, Abuja, despite claims that the hospital neither approved nor endorsed the document.

As part of its case, the ICPC listed the Chief Medical Director of the National Hospital, Abuja, Dr. Raji Mahmud, as one of its key witnesses.

According to the commission, Mahmud is expected to testify that the report was issued without following the hospital’s required medical procedures and was never approved by the hospital’s management before it was allegedly used in support of El-Rufai’s bail application.
