On May 29, 1999, Nigeria entered a new political chapter.

After years of military rule, an elected civilian government took office.

Olusegun Obasanjo became President.

For a country that had experienced repeated coups and military governments, the moment carried enormous significance. It was not simply another change of government. It represented a renewed attempt to make civilian democracy the normal political order rather than a temporary arrangement waiting to be interrupted by soldiers.

More than two and a half decades later, Nigeria remains under civilian rule.

Since 1999, the country has experienced several presidential elections and multiple transfers of power. It has witnessed a president die in office, an opposition party defeat an incumbent president, peaceful changes between administrations and intense political disputes that were increasingly handled through elections, courts and political institutions rather than military coups.

In June 2026, President Bola Ahmed Tinubu described the period since May 29, 1999 as 27 uninterrupted years of civilian rule and the longest stretch of civilian government in Nigeria’s history.

But the story of the Fourth Republic is not simply a story of democratic success.

It is a story of progress and disappointment existing side by side.

Olusegun Obasanjo, 1999 to 2007

Obasanjo entered office with an unusual background.

He had previously been a military Head of State, but he returned to power as an elected civilian president.

His government inherited a country that had suffered international isolation during the Abacha years and needed to rebuild its democratic institutions.

Obasanjo focused heavily on restoring Nigeria’s international standing, reforming government institutions and addressing the country’s economic difficulties.

His administration pursued economic reforms and played an important role in negotiations that eventually led to debt relief for Nigeria.

His government also established or strengthened institutions intended to address corruption and improve public accountability.

The Independent Corrupt Practices and Other Related Offences Commission and the Economic and Financial Crimes Commission became important parts of the country’s anti corruption architecture.

The administration also oversaw the liberalisation of the telecommunications sector.

This would eventually have consequences far beyond the telecommunications industry.

Mobile phones became increasingly accessible to ordinary Nigerians.

The telecommunications revolution created new businesses, new jobs and new ways for Nigerians to communicate.

It also laid part of the foundation for the digital economy that exists today.

Yet Obasanjo’s administration was not without controversy.

His government faced accusations of political interference and electoral irregularities. His attempt to alter the Constitution to allow him to seek a third presidential term was rejected by the National Assembly.

In 2007, he left office.

For the first time since independence, Nigeria had completed two consecutive civilian presidential terms without a military interruption.

Umaru Musa Yar’Adua, 2007 to 2010

Umaru Musa Yar’Adua succeeded Obasanjo in 2007.

His presidency was shorter and more complicated by ill health.

Yar’Adua publicly acknowledged problems with the 2007 election process and promised electoral reform.

His administration also became associated with the Niger Delta Amnesty Programme, which sought to reduce militancy in the oil producing region by offering militants an opportunity to surrender weapons and receive rehabilitation and training.

The programme contributed to a reduction in militant activity and improved oil production in the region.

But Yar’Adua’s health eventually became a major national issue.

He travelled abroad for medical treatment and was absent from government for an extended period.

The country entered a constitutional and political crisis over who should exercise presidential authority.

Eventually, the National Assembly invoked what became known as the Doctrine of Necessity, allowing Vice President Goodluck Jonathan to assume presidential powers.

Yar’Adua died in office in May 2010.

Nigeria therefore experienced something that had not happened in the same way under previous democratic governments.

A president died while serving, and power was transferred constitutionally to his deputy.

It was a difficult moment, but the constitutional order survived.

Goodluck Jonathan completed Yar’Adua’s term and contested the 2011 presidential election.

He won.

His administration operated during a period of significant economic growth and continued investment in infrastructure and other sectors.

The telecommunications industry continued expanding.

Nigeria’s population was becoming increasingly connected to mobile technology and social media.

The country was also becoming more urban and more entrepreneurial.

But Jonathan’s administration faced enormous challenges.

The Boko Haram insurgency became one of the country’s most serious security problems.

The kidnapping of more than 200 schoolgirls from Chibok in 2014 attracted global attention and became a symbol of Nigeria’s struggle against terrorism and insecurity.

The government was criticised for its handling of the insurgency and for its response to the Chibok abduction.

The administration also faced the fuel subsidy controversy and allegations of corruption.

In 2015, Jonathan contested the presidential election against Muhammadu Buhari.

Buhari won.

The significance of the election went beyond the change of president.

For the first time in Nigeria’s history, an incumbent president was defeated by an opposition candidate through the ballot box.

Jonathan conceded defeat.

The military did not intervene.

Nigeria experienced a peaceful transfer of power.

That moment became one of the most significant developments in the country’s democratic history.

Muhammadu Buhari, 2015 to 2023

Muhammadu Buhari returned to the presidency, this time as an elected civilian leader.

His political history was unusual because he had previously ruled Nigeria as a military Head of State between 1983 and 1985.

His 2015 victory therefore represented the return of a former military ruler through a democratic election.

His administration entered office promising to address three major concerns: security, corruption and the economy.

Boko Haram remained a major challenge, particularly in the northeast.

The military and security agencies made significant territorial gains against the insurgency, although terrorism and insecurity remained unresolved and evolved into wider forms of violence.

The administration also pursued anti corruption investigations and prosecutions.

At the same time, Nigeria experienced serious economic difficulties.

The country entered recession in 2016, partly amid the effects of falling oil prices and disruptions in oil production.

The government invested in infrastructure and agricultural programmes while attempting to diversify the economy away from oil.

But unemployment, inflation and poverty remained major concerns.

The COVID 19 pandemic created another major economic shock in 2020.

Then came the EndSARS protests.

Young Nigerians took to the streets across the country to protest police brutality and wider concerns about governance.

The demonstrations became one of the most important expressions of youth political consciousness in Nigeria’s recent history.

The protests also exposed a growing generation gap between young Nigerians and the political establishment.

The Buhari administration ended in May 2023 after two terms.

Nigeria had now experienced another peaceful transfer of power.

Bola Ahmed Tinubu, 2023 to the Present

In 2023, Bola Ahmed Tinubu became president after a closely contested election.

His administration inherited a country facing significant economic and security pressures.

The government moved quickly to remove the petrol subsidy and later introduced major foreign exchange reforms.

The reforms were presented by the administration as necessary steps to correct longstanding economic distortions.

They also brought serious short term pressures for many Nigerians, particularly through higher fuel costs and increased living expenses.

The administration has therefore operated in the difficult space between economic reform and the immediate impact of those reforms on households and businesses.

In his May 2026 third anniversary address, Tinubu said the government inherited fiscal pressure, rising debt service costs, exchange rate distortions, insecurity and energy supply challenges.

His government has continued to emphasise infrastructure, investment, economic restructuring, local production and reforms intended to increase government revenue and improve the business environment.

But Nigerians continue to debate whether the benefits of those reforms are reaching ordinary households quickly enough.

That debate is important because it reflects a larger question that has followed Nigeria throughout its history.

What is the purpose of government?

Is it enough for government to improve economic statistics, attract investment and balance public finances if ordinary people still struggle with food, transport, housing, healthcare and education?

Conversely, can a government maintain subsidies and expensive interventions indefinitely when public finances are under pressure?

These are not new questions.

They are versions of questions Nigeria has been asking since independence.

What Nigeria Has Become

After more than six decades of independence, Nigeria is difficult to describe with one word.

It is a country of enormous achievements and enormous frustrations.

It has produced globally recognised writers, musicians, athletes, entrepreneurs, scientists, academics and professionals.

Its entertainment industry has become a major global cultural force.

Nigerian music has crossed international borders.

Nollywood has created one of the world’s most recognisable film industries.

Nigerian technology companies have attracted international investment.

Nigerian professionals work in hospitals, universities, financial institutions, technology companies and organisations across the world.

The country has also built a large and sophisticated private sector.

Yet Nigeria continues to struggle with poverty, unemployment, insecurity, inadequate infrastructure, weak public services and inequality.

The country remains heavily dependent on petroleum even as successive governments have promised diversification.

Education remains one of the biggest questions facing the nation.

Healthcare remains a major concern.

Millions of Nigerians continue to seek opportunities abroad.

The country also continues to face insecurity from different sources, including terrorism, banditry, communal violence, kidnapping and other criminal activity.

But there is another side to the story.

Nigeria’s population is young.

Its entrepreneurial culture is strong.

Its creative industries are expanding.

Its technology ecosystem continues to grow.

Its diaspora remains an enormous source of skills, capital, ideas and international connections.

And perhaps most importantly, Nigerians continue to demonstrate remarkable resilience.

From Military Coups to Democratic Elections

One of the biggest changes Nigeria has experienced since independence is political.

In 1966, soldiers overthrew the civilian government.

In 1975, soldiers overthrew another military government.

In 1983, soldiers returned to power after four years of civilian rule.

In 1985, another military coup changed the government.

In 1993, the military annulled an election and the country entered another political crisis.

By 1999, military rule had ended.

Since then, despite serious electoral disputes and political tensions, the country has remained under civilian government.

That is not a small historical development.

It means an entire generation of Nigerians has grown up without experiencing a military coup as the normal method of changing government.

Nigeria’s democratic institutions remain imperfect, and elections continue to attract debates about credibility, participation and accountability. But political disagreements are increasingly expressed through elections, courts, legislatures, media, civil society and public debate.

The soldiers have, so far, remained in the barracks.

That distinction matters.

The Nigeria We Inherited and the Nigeria We Are Building

The history of Nigeria is therefore not simply a succession of presidents and military rulers.

It is a story of ordinary people living through extraordinary changes.

The farmer who moved from subsistence agriculture into commercial farming.

The teacher who educated generations of children.

The trader who built a business from a small shop.

The civil servant who served through different governments.

The soldier who fought in the civil war and later returned home.

The student who protested for democracy.

The journalist who continued writing under military censorship.

The activist who demanded justice.

The entrepreneur who created a company despite difficult economic conditions.

The young Nigerian who now works remotely for an international company from Lagos, Abuja, Kano, Enugu or Kaduna.

All of them are part of the Nigerian story.

Nigeria has moved from kingdoms and emirates to colonial administration, from colonial administration to parliamentary government, from parliamentary government to military rule, from military rule to a presidential republic, from civil war to reconstruction, from oil boom to economic crisis, from dictatorship to democracy and from an analogue society to a rapidly digitising one.

The journey has not been straight.

There have been victories and failures.

There have been moments when the country seemed close to breaking apart and moments when Nigerians demonstrated that the idea of one country could survive enormous pressure.

What Does the Future Demand?

The greatest question now may not be whether Nigeria has potential.

That has never really been the question.

Nigeria has always had potential.

The harder question is whether the country can consistently turn that potential into institutions, opportunities and a quality of life that ordinary citizens can feel.

History teaches us that countries are not built by governments alone.

Governments create policies and institutions.

But citizens build businesses, teach children, create art, produce food, conduct research, invent technology, maintain communities and hold public officials accountable.

The Nigerian project therefore belongs to more than politicians.

It belongs to the citizen.

This is where the National Pledge becomes more than something children recite in school.

To pledge to serve Nigeria with all one’s strength, to defend her unity, to uphold her honour and glory and to remain faithful to the nation is to recognise that citizenship carries responsibilities as well as rights.

Patriotism cannot simply mean praising Nigeria when things are going well.

Neither should criticism of Nigeria mean hatred of the country.

A mature patriotism should allow Nigerians to love their country enough to tell the truth about it.

Nigeria has made it through colonial rule.

It has survived civil war.

It has survived military dictatorship.

It has survived economic crises, political crises and security crises.

It has survived moments when its future appeared uncertain.

Today, the question is no longer whether Nigeria can survive.

The greater question is what kind of country Nigerians will choose to build with the history they have inherited.

The Nigeria of tomorrow will not be created by one president, one political party, one military commander or one generation.

It will be shaped by institutions, citizens, leaders, businesses, teachers, young people, communities and the choices made every day.

Nigeria is therefore still becoming.

Its history is not finished.

And perhaps that is the most important lesson from the journey so far.

We did not inherit a perfect country.

We inherited a complicated one.

We inherited ancient cultures and colonial institutions, enormous natural resources and deep inequalities, democratic aspirations and political divisions, extraordinary talent and persistent structural problems.

Our responsibility is not simply to remember where Nigeria came from.

It is to understand how it got here well enough to decide where it goes next.

Nigeria’s story began long before 1960.

It passed through colonialism, independence, coups, civil war, military rule and democratic restoration.

Now, more than six decades after independence and more than twenty seven years into uninterrupted civilian rule, another generation has inherited the responsibility of carrying the story forward.

The question is no longer only, “What happened to Nigeria?”

The question is also:

What will we do with the Nigeria that history has handed to us?
