There are stories about corruption that make you angry because of the amount of money involved. There are others that make you stop and think because of where the money eventually ends up. The latest investigation by the Platform to Protect Whistleblowers in Africa, PPLAAF, belongs to the second category.

A September 2026 investigation by PPLAAF, carried out in partnership with the Anti-Corruption Data Collective, has identified 284 properties in the United States collectively worth nearly $271 million and linked to 61 current and former high level Nigerian officials, their families, associates and affiliated companies. The properties were acquired from 1991 onwards, and 152 of them, valued at approximately $177 million, were purchased while the officials linked to them were still in office.

The figures are staggering, but perhaps the most important part of the story is not the number of houses or their locations. It is the question of how wealth connected to people who have held positions of public trust travelled from Nigeria into the American property market.

And that question takes us to a much bigger conversation about Nigeria.

For decades, Nigerians have been told that corruption is one of the greatest obstacles to the country’s development. We have heard about missing billions, inflated contracts, abandoned projects, questionable procurement, unexplained wealth and public officials who suddenly become extraordinarily wealthy. We have also heard repeated promises that corruption will be defeated.

But corruption is rarely as simple as money disappearing from one government account.

Money can change form.

It can move from a government account into a private account, from there into a company, from a company into another jurisdiction and eventually into property. By the time it becomes a mansion in another country, the original connection to the public purse may be much harder to see.

This is what makes the PPLAAF investigation worth paying attention to.

Dirty Deeds | Nigerian Officials US Properties Investigation

The organisation says 81 percent of the properties it identified were purchased without any apparent financing, meaning that no mortgage or other obvious financing mechanism was identified in the records examined. It also found that 104 properties, worth about $140 million, were purchased through companies, while in 12 cases Nigerian officials used US incorporated entities that appeared to be affiliates of Nigerian companies to purchase, hold or sell properties.

None of this automatically establishes that the money used to buy every property was stolen.

That distinction is important.

Owning property in America is not a crime. Being a politically exposed person is not a crime. Buying a house without a mortgage is not a crime. A family member owning property abroad is not, by itself, evidence of corruption.

But when expensive properties are linked to public officials, particularly when some were acquired during their time in office, and the circumstances surrounding the purchases raise questions about the source of the funds, those questions deserve proper investigation.

The responsibility for determining whether a crime was committed belongs to investigators and the courts, not to journalists or the public.

But asking questions is not an accusation.

It is accountability.

PPLAAF’s investigation identifies 39 of the 61 individuals examined as people who had already been publicly accused, indicted or sentenced in connection with corruption. The report includes figures from Nigeria’s political, security and public sectors and examines properties connected to officials, relatives, associates and companies. Names mentioned in its case studies include former National Security Adviser Sambo Dasuki, former Chief of Defence Staff Alex Badeh, former governors Chimaroke Nnamani, Orji Uzor Kalu, Abiola Ajimobi, Gabriel Suswam, Chris Ngige and Willie Obiano, former Aviation Minister Stella Oduah, former JAMB Registrar Lawrence Ojerinde and former pension official Abdulrasheed Maina, among others.

But a responsible discussion of the report must resist the temptation to put every name in the same category.

Some individuals have faced convictions. Others have faced allegations or charges that did not result in conviction. Some cases remain contested. The presence of a person or a relative in an investigative report should therefore not be presented as proof that the individual stole public money.

That distinction is especially important in a country where political accusations can easily become weapons.

Take the case of Abdulrasheed Maina, the former chairman of the Presidential Task Team on Pension Reforms. Maina was convicted in 2021 for money laundering, and a separate investigation by PPLAAF, the Organized Crime and Corruption Reporting Project and Premium Times later traced properties in the United States and Dubai connected to him. PPLAAF has raised questions about why some of those foreign assets were not pursued during the Nigerian proceedings.

Then there is the case involving former Enugu State Governor Chimaroke Nnamani and members of his family. PPLAAF says its investigation identified at least nine properties in Florida and Virginia acquired by Nnamani and relatives during and after his time as governor, including properties that had not featured in earlier Nigerian or American proceedings. Nigerian authorities had previously accused Nnamani and his sister of diverting approximately $41.8 million from Enugu State, allegations that led to legal proceedings.

The point is not to decide these cases from a newspaper article.

The point is to ask why investigations into public wealth so often become complicated once that wealth crosses a national border.

Nigeria is not alone in facing this problem. Corruption today is increasingly international. Money can move faster than government agencies can investigate it. A transaction can begin in Abuja, pass through Lagos, appear in a company account and eventually become a property in Florida, Virginia, Texas, California or New York.

That means the fight against corruption cannot stop at Nigeria’s borders.

If money leaves Nigeria, investigators must be able to follow it.

If it becomes property, authorities must be able to identify the beneficial owner.

If it is placed under a company, the real person behind the company must be traceable.

If it is transferred to a spouse, relative or associate, the transaction must still be examined where there is a legitimate reason to suspect that the arrangement was designed to conceal ownership.

This is where the report raises questions not only about Nigerian officials but also about the international systems that receive suspicious wealth.

PPLAAF says its investigation identified cases where professionals involved in property transactions appeared not to have properly verified identity documents and cases involving transactions conducted in the names of people who were already deceased. The organisation argues that the findings raise questions about the safeguards surrounding the US real estate market and its ability to detect potentially illicit foreign wealth.

That matters because corruption does not operate in isolation.

A corrupt official may make the decision to steal.

But somebody has to move the money.

Somebody has to create or register the company.

Somebody has to buy the property.

Somebody has to process the transaction.

Somebody has to manage the account.

Somebody has to maintain the asset.

The fight against corruption must therefore look beyond the person who first took the money and examine the entire network that allows the money to survive.

There is also a deeply human dimension to this story that should not be lost beneath the millions of dollars and the impressive American addresses.

Every time public money is stolen, something in Nigeria is denied.

A road may not be completed.

A hospital may lack equipment.

A school may remain overcrowded.

A water project may exist only on paper.

A young person may lose an opportunity.

A public institution may be deprived of the resources it needs to serve citizens.

A soldier may lack equipment.

A community may wait years for infrastructure that should have been delivered.

This is why corruption cannot be reduced to a financial crime committed by people in offices.

It is a development issue.

It is a security issue.

It is an education issue.

It is a healthcare issue.

It is a poverty issue.

It is ultimately a human issue.

When billions of naira that should have served the public are diverted into private wealth, the consequences are experienced by people who may never know where the money went.

They simply know that the road was not built.

The hospital is not working.

The school has no facilities.

The electricity is unreliable.

The job did not come.

The system failed.

And somewhere far away, the wealth that could have helped address those problems may have become concrete, land and property.

This is perhaps why the phrase “a piece of America” in the title of the PPLAAF investigation is so striking.

A piece of America may be sitting in the name of a Nigerian official or someone connected to that official.

But Nigerians should ask what piece of Nigeria was sacrificed in the process.

Again, that question must be asked carefully. We cannot assume that every property identified by PPLAAF was bought with stolen Nigerian money. The investigation itself does not establish criminal guilt against every person named. But where evidence raises legitimate questions about unexplained wealth, the answer cannot simply be silence.

Nigeria must be able to investigate.

America must be able to investigate.

And where evidence establishes that assets were acquired through corruption, the law should be allowed to take its course and the assets should be recovered through due process.

That is what accountability means.

It does not mean convicting people on social media.

It does not mean destroying reputations without evidence.

It does not mean assuming guilt because someone is politically exposed.

It means asking difficult questions, gathering evidence, following financial trails and allowing the courts to determine guilt where criminal proceedings are appropriate.

This distinction is particularly important because Nigeria’s history of corruption allegations is also a history of cases that have dragged on for years, ended in acquittals, resulted in convictions, or never reached a satisfactory conclusion.

Justice must therefore work in both directions.

Where people have stolen public money, they should be held accountable.

Where people have been falsely accused, they should not be condemned without evidence.

A country cannot fight corruption effectively if accountability itself becomes selective.

There is another lesson here for Nigerians.

We have developed a complicated relationship with wealth.

Sometimes, the person who suddenly acquires expensive cars, enormous houses and properties abroad is celebrated before anyone asks how the wealth was acquired.

The mansion becomes evidence of success.

The foreign address becomes a status symbol.

The expensive car becomes something to admire.

Questions about the source of the money are sometimes considered jealousy.

That culture must change.

We cannot complain about corruption in government while celebrating unexplained wealth in society.

We cannot demand accountability from politicians while measuring success only by how much somebody appears to own.

We cannot condemn the theft of public money while quietly admiring the lifestyle it produces.

A society that wants honest leadership must also learn to value honest wealth.

And perhaps this is where the responsibility of the ordinary citizen enters the conversation.

The fight against corruption is not only the work of the EFCC, ICPC, police, courts or government.

It is also a cultural responsibility.

It belongs to the journalist who follows the evidence.

It belongs to the whistleblower who speaks when wrongdoing occurs.

It belongs to the civil servant who refuses to falsify records.

It belongs to the banker who asks legitimate questions about suspicious transactions.

It belongs to the professional who refuses to become an enabler.

It belongs to the voter who stops treating political office as a route to personal enrichment.

It belongs to the citizen who understands that public money is not free money.

And it belongs to the government itself, because institutions cannot demand accountability from citizens while failing to hold powerful people accountable.

This is where our national pledge becomes more than words recited in schools.

To pledge to serve Nigeria with all our strength and to uphold her honour and glory is not simply a patriotic ceremony.

It is a standard.

It asks what we are prepared to do for the country and what we are prepared to refuse to do against it.

The public official who diverts public money violates that responsibility.

The person who helps hide it violates that responsibility.

The professional who knowingly facilitates it violates that responsibility.

But so does the society that sees unexplained wealth and chooses admiration over questions.

Nigeria has spent too many years talking about corruption without talking enough about the systems that allow corrupt wealth to survive.

We need stronger asset declaration systems.

We need effective beneficial ownership information.

We need financial intelligence that can follow money across borders.

We need institutions capable of investigating politically exposed persons without fear or favour.

We need faster and more credible judicial processes.

We need international cooperation on asset tracing and recovery.

And perhaps most importantly, we need a public culture in which unexplained wealth is questioned rather than worshipped.

The PPLAAF investigation is not the final word on the 284 properties it identified.

It is a starting point.

The organisation is calling for Nigerian and American authorities to investigate the transactions, trace the sources of funds, strengthen cooperation and recover assets where they are proven to have been acquired through corruption.

Now the question is what happens after the report.

Will authorities investigate?

Will agencies compare these findings with existing corruption cases?

Will assets already linked to convicted persons be traced?

Will properties acquired through relatives and companies receive proper scrutiny where evidence warrants it?

Will Nigerian and American institutions cooperate?

Or will this become another major investigation that dominates public conversation for a few days before the country moves on to the next scandal?

That is the real test.

Because Nigeria does not lack stories about corruption.

What Nigeria needs are consequences.

For years, Nigerians have heard about billions allegedly stolen, millions allegedly moved abroad and assets allegedly acquired through unexplained wealth.

But a serious anti corruption system must eventually answer three simple questions.

Where did the money come from?

Where did it go?

And what happened to it?

The answers matter because public resources belong to the public.

They do not belong to the president.

They do not belong to the governor.

They do not belong to the minister.

They do not belong to the permanent secretary.

They do not belong to the political party in power.

They belong to Nigeria.

And when those resources are unlawfully taken, the victim is not an abstract government.

The victim is the Nigerian people.

Perhaps that is the most important thing to remember as we look at the properties identified in America.

Behind every figure is a story.

Behind every transaction is a question.

Behind every property is a trail.

And behind every naira that is unlawfully taken from the public is an opportunity that Nigeria may have lost.

The country cannot afford a system in which money disappears from public institutions, crosses international borders and reappears as private wealth while citizens are left to bear the consequences.

If the evidence proves that public money was stolen, let the money be traced.

If the evidence proves that assets were acquired unlawfully, let them be recovered through due process.

If the evidence does not prove wrongdoing, let that also be respected.

But above all, let Nigeria become a country where questions are not feared, evidence is not ignored, justice is not selective and public office is once again understood for what it should always have been: a responsibility to serve, not an opportunity to acquire.

Because the real question raised by these 284 properties is not simply how some Nigerians bought property in America.

It is whether Nigeria can finally build institutions strong enough to ensure that what belongs to Nigerians remains available for Nigerians.

That is the accountability we should be demanding.

That is the patriotism our National Pledge calls us towards.

And that is the Nigeria worth building
